You will receive them when you complete the level quests. Trade them in to certain mobs and you will get a quest potion for each one turned in. Each mob gives the same potion. Don't trade them in too fast, wait couple of seconds between attempts. When you walk by you will trigger the mobprog and they will ask "Do you have something for me?'".
Note: These have ceased to be valid mopgrogs for approvals in 2010. None of the mobs who hitherto had given them do so anymore. To date, no one has found the new mobs, or they simply don't exist, or have not been discussed (though one wonders how good at keeping secrets this banal anyone can be).
