To get this gear you need to complete a ticket quest. All of the tickets are antique emerald jewelry, and they're located in the various Secrets of Avatar

Antique Emerald Brooch
Antique Emerald Earring
Antique Emerald Necklace
Once you have them all, go to Count Orosca, a portable mob in Midgaard, and give one of the tickets to him.
