Overall, half-elves are a good choice should you not desire to remort into a high elf, but instead into a sprite, since they have smaller TNL than other, spellcasting oriented  races, and will reach the remort goal more quickly.  However it is difficult to make the case for half-elf, as both Lizard and Drow offer more remort options and greater abilities for similar TNL.

The product of a union between an elf and a human parent, half-elves do not have the full magical powers of elves, but are stronger and hardier than elves (albeit not so strong and hardy as a human.) Half-Elves can identify with either their elven or their human ancestry, but in either case tend to make better spellcasters than many humans. Half-Elves have retained the ability of their human parent to haggle with shopkeepers effectively over prices.

Diplomatic Corps

Half-Elves may participate in the Diplomatic Corps every 10 levels at lowmort. All Half-Elves should report to Aeldiskaa when they are ready to begin.

Comments

Although an offspring of elves, the half-elves get only a fraction of the magic power of their ancestors - they receive a 5% spell cost reduction (with an additional -1% arcane reduction), noticeably smaller mana pools (though still larger than human), and are not no-fail at 95%. However, they can tingle spells to no-fail.

They have no damage modifiers, no natural armor, modest hp pool, a positive stealth modifier, and a positive archery modifier, making them similar to humans but with slightly better casting/archery/stealth abilities.
